Is it right for Obama to turn all his travel engagements for work into family vacations?

Whenever he meets head of states in other countries, his wife and children tag along and turn it into a vacation for them. This costs millions of dollars. For example in Paris they had to cut off lots of roads with police and secret service because they insisted on eating in public instead of getting room service. They even paid to close down Notre Dame for a private tour with the family. This was for a work related trip. Does the president have UNLIMITED travel/entertainment expense account? I bet he'll spend over $1 billion during his first term alone, he really has no care about spending and this is only one reflection. Now he shlepped the whole family to Russia and they are touring and spending like there's a money true growing on the White House lawn. What are your thoughts on this, non-partisan wise, but in a light that we are footing the bill and they should pay out of pocket for such extravegances right? Reminds me of how the French King and his wife would spend like no tomorrow while the country was starving, which led to the French Revolution and I won't type what was their fate. Thoughts anybody?
