Do i have a case? If Yes where can I go?

in 2005 we built a custom home. in 2007 it burned down due to a faulty chimney flue. The insurance paid to rebuild the home. Since the rebuild the fire alarms/smoke detectors have gone off without cause 23 times in 9 months. 90% of the time it is in the middle of the night. im sure you can imagine the fear and anxiety ociated with alarms going off after your home has burned down once. I cant get the builder to fix it. i dont know where to turn.
