More pathetic conference: NFC West or AFC West?

Neither conference has any elite teams (Chargers are NOT an elite team) instead they are full of .500 level teams. In my opinion, no team in either confernce should make the playoffs because they will all just beat up on each other and lose to teams from other conferences.
